can you be more vague

testing it outside of combat shows no increase whatsoever and the description says "healing for more on low-health targets" does that mean healing for more than the 10% in the description.

i fear this talent probably only really works when the crap has hit the fan and everyone is super low but doesn't help us maintain throughout the fight
