I read in a guide somewhere (maybe here but I couldn’t find it again) that the enchanter has to be 100 in DF Enchanting. This is not true. My friend logged over to his Enchanter who had never leveled after Shadowlands and hadn’t even learned DF enchanting. He trained it, I used the item, placed the personal crafting order, and done.

TLDR: any character can pick up DF enchanting and have the item cast in them to learn the recipe.

If you get an "Invalid Target" message when trying to teach another player the recipe you'll need to abandon and re-accept the quest. Once you do that the item works perfectly fine on other players.

So, if you're not friends with any crafters that will help you out, and you don't fancy paying unreasonable tips for pressing a button* after you spent so much on the ingredients, its actually possible to emulate the weekly crafting order quest and get your alts to make these crafts for free, but it takes a bit of juggling.
1 put both characters in roughly the same place, the crafting benches is a good spot, although if you have a slow computer a quiet area might be better. You might also consider posting the crafting order(s) at this point too.
2 create a group in the finder tool
3 log on your alt and request to join
4 log back on the character with the legendary and invite them
5 log back onto the alt and accept
Now the tricky part. You need to log back onto your legendary holder, without the alt disappearing, and you do that by making the server unsure if you've dc or just lagged.
6 So instead of logging off, start a second copy of the game and log into the other character as quickly as possible. You should log in to see your alt still standing there.
7 Target the alt and cast the notes. it takes a few seconds to 'teach' them and then starts a 30 minute cooldown on the item while they get a matching buff that lets them craft the item.
8 Log back onto the alt (you can probably do it the normal way) and access the crafting orders. Find yours and complete it.
9. Switch back again, and your quest item will be in the mail.

The notes remain in your inventory and can be used again until you hand in. The crafter retains the ability to craft the recipe for the 30 minutes of the buff, which doesn't decay while offline.

*I don't resent tips for crafts in general, it takes a time investment to be able to press the button on most good stuff, but this craft only requires level 1 and the crafter even gets a KP and up to +6 skillpoints if they aren't capped.

I just tried with a guild member that is from the other faction (me Horde, my friend Alliance) and the cast doesn't start, any confirmation about this is a real limitation or a bug?

I was able to stop the "invalid target" message by clicking off my own temporary crafting buff that I used to craft the inscription part of the quest chain on my own. For some reason you can't give a buff to someone else if you have any of them on yourself.

If you have a Friendly member in your party and are trying to use the item on them and its not working, make sure they aren't using a Magical Intrusion Dampener (prevents life grip, rscue etc) if they have it, click it off and try again.

It looks like anti-nuisance items such as Magical Intrusion Dampener and possibly Neural Silencer may block the recipe teaching part of this.

With me as an enchanter, a guild member used the item on me to no avail. After a lot of troubleshooting, they wondered if the intrusion dampener caused the problem. After removing the dampener, it worked!

Probably an attribute of whatever the recipe teaching spell is. It's not explicitly a nuisance in the same way as life grip, rescue, or swap blaster, but the effect is probably coded similarly.

Note that the neural silencer blocks more effects than magic intrusion dampener unless recent changes have been made to make them equal. I haven't specifically tested with a neural silencer to be sure that it also blocks this quest.

I also recall someone trying to use an item from the Superbloom part of the quest (I don't have the legendary on an alt yet, so I'm not intimately aware of all the parts). This was likely the same problem if not an unknown bug.

I tend to run most of my pug raiding alts with a dampener or a silencer, due to the poor decisions of my fellow Priests and some Evokers.

Unfun to them I'm sure. But the understandably high levels of newer, but experienced players with high levels of anxiety has made a lot of poor grips that interrupt channels and kill us both. Now, it just kills them while I wander off to do what I was doing anyway.

My less-used alts with Dragonflight, on the other hand, have been helping people with the quest no problem. One, ironically, an Evoker that doesn't have any dampeners, but I've been meaning to buy some for weeks.

u can cast the Shalasar's Notes on Sophic Magic in valdrakken if u find a enchanter of ur choice and buy the mats for it 50 awakened order 50x, awakened earth 100x, awakened fire 150x and resonant crystal 200x.

Do note that you do NOT need someone else to craft it. If you have a free profession spot, you can quickly learn Dragonflight Enchanting, target yourself with the item, and craft it. Then once done, just unlearn enchanting.
You will need to right-click the 30 mins buff to craft something else.
